HHQ Advises MPKj & Mah Sing on RM52.5 Million Cost Sharing Agreement

On 18 August 2025, 11 developers, led by subsidiaries of Mah Sing Group Bhd (Mah Sing), formalised a RM52.5 million Cost Sharing Agreement at the Kajang Municipal Council (MPKj) headquarters for the construction of a new flyover at the Jalan Tasik Kesuma-Jalan Semenyih intersection in Bandar Tasik Kesuma.

The Construction Practice Group at Halim Hong & Quek (HHQ), led by Partner Ankit Sanghvi and Senior Associate Chew Jin Heng, acted as advisors to MPKj and Mah Sing, the appointed lead developer. This new flyover, expected to be completed by 2028, will significantly improve connectivity and benefit the community of Bandar Tasik Kesuma, its businesses, and visitors.

Serving as lead lawyers and draftsmen, our team steered the matter through an intensive 10-month journey of negotiations, structuring, and drafting. From risk allocation and cost-sharing mechanisms to aligning the interests of 11 different stakeholders, HHQ ensured the agreement was both practically workable and legally robust.
